Technical Superintendent

Reporting to the Fleet Manager, you shall be an integral member of Pelican’s ship management team in Singapore, which manages the Penguin group’s own fleet of high-speed crewboats and passenger ferries.

You shall be responsible for the smooth implementation of planned and corrective maintenance, always in accordance with the company’s Safety Management System.

Key Responsibilities

  • Responsible for the management and technical operations of our fleet, including but not limited to, overseeing the daily operations of maintenance and repair, budgeting, survey schedules, onboard general assessment of vessels, inspections and docking, etc.
  • Ensure that assigned vessels are technically operational or otherwise managed accordingly to the management agreement requirement.
  • Provide and compile documented reports upon completion of dry docking, including summaries of works performed, operational budgets, and actual expenditures.
  • Perform budgeting and cost control measures on ship spares and docking requirements.
  • Attend to vessel dry docking, repairs and survey when required and determine repair specifications for dry docking and maintenance.
  • Assist the vessels’ crew with hands-on maintenance of assigned vessels, when required.
  • Supervise contractors’ repair and maintenance of vessels.
  • Liaise with charterers on technical and operational matters including vessel performance, etc.
  • Identify and source for technical and operational supplies required for the vessels and ensure that rates are most economical.
  • Perform monthly review of logs processes and attend to vessel inspections.
  • Monitor technical status of vessel in relation to class cert and survey.
  • Perform technical compliance audits and investigation on defects/failures on a regular scheduled basis to ensure conformance.
  • Work closely with the HSE Management team to ensure smooth and successful implementation of QHSE system and policies for the Division.
  • Perform systematic review of recommended codes, guidelines and standards and ensure compliance with Quality & Safety Management standards.
  • Ensure and maintain vessels’ zero loss time accident record and to report all vessel incidents, as well as near misses to prevent potential incidents.
  • Undertake any other Technical related assignments as and when required.


  • Possesses two to three years’ sea-going work experience as second or third Engineer with minimum COC 2 certification.
  • Minimum Diploma in Marine Engineering or equivalent.
  • Experience as a Technical Superintendent would be an added advantage but not a must.
  • Candidate who possesses the required sea-going track record but without shore experience are welcomed to apply.
  • Analytical, resourceful and meticulous in technical trouble shooting and problem solving.
  • A can-do pro-active attitude and a team player.
  • Effective communication skills in written and spoken English.
  • Preferably familiar with ISM and ISPS codes with fluency in spoken Bahasa.
  • Must be willing and able to travel on short notice./li>
  • Proficient in relevant Microsoft Office programs.


  • 5.5 days work week
  • Two-way company transport provided to and from Boon Lay / Lakeside
